The registration of private higher education institutions The Department of Higher Education and Training implements its registration and regulation functions for private higher education institutions in accordance with the requirements of the: 1) Higher Education Act, 1997 (Act No. 101 of 1997). 2) Regulations for the Registration of Private Higher Education Institutions, published in Government Gazette No.39880 dated 31 March 2016 (hereafter referred to as the Regulations).

The Regulations were promulgated on 31 March 2016, and came into effect on 1 April 2016 (Note: The Regulations for the Registration of Private Higher Education Institutions, 2016 repeals the Regulations for the Registration of Private Higher Education Institutions, 2002).The Regulations are an elaboration of the provisions of the Act. They clarify the requirements of the Act. The requirement to register as a private higher education institution only applies to private institutions offering learning programmes that result in the award of whole qualifications, that is, learning programmes that result in the award of certificates, diplomas or degrees at higher education level.

The granting of registration, as contemplated in the Act, means that the Registrar grants an institution the legal authority to offer higher education programmes and award higher education qualifications.

The purpose of registering private institutions offering higher education is to ensure that:

 private higher education institutions offer an acceptable quality of education.

 students receive higher education from institutions that have the resources, capacity and/or expertise to deliver quality programmes.

 students enrolled with private higher education institutions obtain qualifications that are aligned with the NQF.

 the education system continues on a path of transformation in accordance with government policy and regulation. The registration process does not affect public higher education institutions.

The regulatory framework sets criteria that define who is eligible for applying for registration and who qualifies for registration. It further outlines the responsibilities of an institution once registered.

Oprah Winfrey Leadership Academy for Girls Applications Open

The Oprah Winfrey Leadership Academy for Girls – South Africa is a residential boarding school with 300 students enrolled in Grades 8 -12. It provides students with an opportunity to develop their full intellectual, social and leadership potential.  The Academy teaches the International Baccalaureate Middle Years Programme (IB MYP) in Grades 8 – 10. The Grade 12 students write the Independent Examination Board (I.E.B.) NSC Examination.

To be eligible, girls must be South African, demonstrate academic and leadership potential, and come from a disadvantaged background.

The Oprah Winfrey Leadership Academy for Girls – South Africa admits students of any race, colour, national and ethnic origin to all the rights, privileges, programmes and activities generally accorded or made available to students at the Academy. It does not discriminate on the basis of race, colour, national and ethnic origin in administration of its educational policies, admissions policies, scholarship and loan programmes, athletic, cultural, residential and other school- administered programmes.

Students must meet the following:

  • Academic talent with leadership potential
  • South African Citizen or permanent residency
  • Total family household income of less than R10,000 per month
  • Currently in Grade 7

Selected applicants will be invited to write entrance tests, which will be held at a number of different venues throughout South Africa. Further selection and more extensive testing of academic and leadership potential will follow this first round. Final selection camps lasting 2 or 3 days will be held at the Academy later in the year.

Apply to Universities and Colleges via Central Application Clearing House [CACH]

The Central Application Clearing House is called CACH and allows you to apply for courses that are still available for varsity or college.

The official application service is now open for 2018 courses at varsity or college. The Central Application Clearing House is called CACH and matches your marks from the exams with courses that still have places available.

It assists prospecting students by sharing their matric results with public and private further and higher education institutions across the country, including colleges (public and private),  Technical and Vocational Training (TVET) colleges, universities, Setas and registered private higher institutions.

Institutions with open study places, technical training opportunities, or apprenticeship slots then make them available to the most suitable applicants on the CACH database.

Students who have been declined offers at universities should come to CACH, which is an ideal route to find a study space that is still available at another institution. CACH also provides a portal for school leavers and other prospective students who may not have completed their schooling to career information, advice and development services.

How to Submit Late Applications to Universities and TVET Colleges in 2018

The Central Applications Clearing House (CACH) online application service for matriculants, who struggled to secure a place at the educational institution of their choice, will open from 5 January – 28 February 2018.

CACH services are particularly useful for applicants who applied for admission to a university or college in time, but have not been offered a place or their programme of choice.

It can also be useful for prospective students who achieved better than expected results, and now wish to access a different course or university or Technical and Vocational Education and Training (TVET) college.

Students who missed the application window period for one reason or the other can also use CACH services.

CACH was established in 2013 in response to the large number of applicants seeking entry to the Post School Education and Training (PSET) sector in January, when most universities have closed their application process.

It is provided by the Department of Higher Education and Training as a service that is free to both applicants and institutions.

Now in its fifth year, CACH has attracted 18 329 applicants.

A survey taken on 10 087 applicants in March 2016 revealed that 33% (3 328) of students had found a place in PSET or employment since contacting CACH.

A survey taken of 11 770 applicants in March 2017 revealed that 37.3% (4 390) of students had found a place in PSET, or employment since contacting CACH.

This reflects an increase of 1 062 learners finding a place in the PSET sector. The increase is an indication of the positive impact of CACH.

Central Application Service

Meanwhile, the Department of Higher Education and Training (DHET) has recently approved a policy for the establishment of a Central Application Service (CAS) for PSET.

The policy is an initial step in the legislative process to establish a one-stop online application system for students to access multiple institutions without the need to queue at those institutions.

CAS is aimed at streamlining and simplifying the application and admissions process.

The new system will allow applicants to use the system for a range of tasks such as investigating opportunities, preparing, submitting and changing applications, and considering and accepting offers.

The CAS system will prepare application cycles, capture off-line applications, check and submit applications, communicate with applicants, resolve queries and refer rejected applicants to other opportunities.

PSET institutions will prepare programme data, receive applications, select and make offers, and register and admit students.

The main users of the system will be all entering undergraduates, who can apply for academic programmes, as specified by individual institutions.

It is envisaged that the CAS will become fully operational in 2024 for 2025 applications. – SAnews.gov.za
